The challenges found within 'fragile cities' — characterised by rapid, unregulated urbanisation; high levels of inequality, unemployment, and violence; poor access to key services; and exposure to climate threats — mean that Goal 16 must be addressed at the subnational level.

Goal 16 aligns with the broader human rights framework by promoting societies that respect and uphold individual rights, as well as the right to privacy, freedom of expression, and access to information. Peace is a fundamental precondition for social and economic development.

To meet SDG16 by 2030, action is needed to restore trust and to strengthen the capacity of institutions to secure justice for all and facilitate transitions to drive sustainable development.

To promote the rule of law and guarantee equal access to justice. To reduce the flow of illicit finance and arms, corruption and bribery in all their forms. To provide access to legal identity for all people through birth registrations.

One of the primary challenges in achieving the SDGs is the persistence of inequality within and between countries. Economic disparities, conflict, unequal access to education and healthcare, discrimination based on gender, race, and socioeconomic status hinder progress towards many of the goals.

Released in 2023, the first Global Progress Report on goal 16 served as a wake-up call for collective action. The report portrayed a sobering picture, revealing that progress toward the 2030 Agenda was alarmingly off track, with advancements on goal 16 worryingly slow, and in some areas, even regressing.

Yes, without justice, including the realization of human rights, sustainable peace will never be complete, but without peace, human rights (and thereby justice in our Western understanding) will not be.

Which SDG goal is most important? ›

The most commonly referenced Goals are SDG 14: Climate Action (85%), SDG 12: Sustainable Cities and Communities (73%) and SDG 8: Decent Work and Economic Growth (67%). SDG 1: No Poverty (23%), SDG 15: Life Under Water (23%) and SDG 2: Zero Hunger (30%) are the least likely to be prioritised.

To achieve basic levels of goods and services for all; better redistribution of wealth and resources (both within and between countries); and equitable access to opportunities, information and rule of law, new approaches that build capacities at all level of society are needed.
